Rotate a view
To rotate the Top_dwg view, you have to define the orientation for the view up vector.
Adding a coordinate axis symbol
First, add a coordinate axis symbol in the view to make it easier to clarify the new view up vector (vertical direction).
Do the following:

Select Tools > Miscellaneous > Add XYZ Axis Marker into Views.

Click Draw to insert a marker or click Setup for definitions.

Select the Top_dwg view from the list.

Click OK.

Click to place the symbol in the view.
-
Select Browse Page to restore the drawing.
A red axis marker appears in the Top_dwg view.
Setting a view up vector
To rotate the view 90° counterclockwise, the positive X axis must be the view up vector.
Do the following:

Select Views > Drawing Views.

Select the Top_dwg view from the list.

Click Properties.

For Up Vector, enter the values 1, 0, and 0.

Select Regenerate view on OK.

Click Done to close the dialog.

Select Browse Page.
-
Press Esc to restore the drawing.
Setting the view limits
Next, set the view limits according to the new position.
Do the following:

Select Views > Drawing Views.

Select the Top_dwg view.
-
Click Open.
-
Click Done to close the dialog.

Select Pages > Set View Position & Scale to move the Top_dwg view if necessary.

Select Views > Miscellaneous View Functions > Fit View Limits.

Select Browse Page.
-
Press Esc to restore the drawing.

Click Save to save the drawing to your workspace locally.
